Can I rotate just one page?

Yes. Each page has its own rotate buttons, and the Rotate all buttons turn every page at once.

Does rotating lower the quality?

No. Rotating only changes which way each page is turned. Text, images and signatures stay exactly as they were.

Is my file uploaded?

No. The file is rotated inside your browser, so contracts and customer details never leave your device. EosLog never receives it.
